Teenage girls room, but not a lot of space, limited budget, and big window taking up most of the far wall

Hi,
My daughter has a small room, and I would like to know how I should design it... about 16 feet across and 13 wide. There is a window about 8 feet wide on the farthest side of the room right in between the walls about 4 feet above the ground. She needs a twin size bed, a desk, she has a 3 foot fish tank and she has lots of books and binders, but she wants to be stylish. I was also contemplating on buying wallpaper instead of painting the room because we are "technically" not allowed to paint the room, we are renting the house. Please please please help! Thank you so much for your time :)

I would love to help, but I'll need some pictures if you will. Off the top, if you can't paint, I don't think it's a good idea to wall paper either, since the landlord will probably require you to remove it before you leave, and that's not an easy job. Instead, buy some inexpensive canvases and paint them the colors you like and hang them on the walls, or find inexpensive frames at flea markets and second hand shops and frame wallpaper segments, or buy a sheet of MDF($35 for an 4'x8') at the Home Depot or a big box store have them cut it to the dimensions you need, paint them (or wall paper), then hang them on your walls for color or pattern.
I find when I can't paint the walls a color, I paint the walls a crisp bright white which creates a very contemporary look and makes all the colors in the wall art and accessories pop!
Try adding bookcases on the sides of the window, and maybe place the twin bed under the window. i get great space saving ideas from Ikea.com. Send in some pictures and I'll try to help more.
